If you mean the part about not actually destroying Gallifrey, well of course it does. The knowledge that it all turned out well in the end is going to cause detachment for any viewer. (I'm pretty sure Moffat was going for that ending even if he'd got Eccleston.)
But the show can't be beholden to the box sets of past material. It aired years ago, it had its cultural moment.
None of Eccleston's stunning performances in series 1 have been damaged by any contradictory subtext, thanks to Moffat's convenient memory wipes. The difference is that we now imagine him as having regenerated inbetween being a bitter soldier and a PTSD sufferer. But that progression still happened.

No, it doesn't, what makes that retcon bad is that it lowers the stakes, investment and urgency, and adds nothing except the joke of hiring a more prestigious actor to replace an uncooperative one. The 50th anniversary was about Moffatt's imaginative slackness and conceited pique. If there was ever a time to drop the multi-Doctor idea, it was then.

Frankly, it falls into the "So bad its good" category.
It's not a good story by any means, but Frazier is having a ball. Susan Brown plays a wonderfully toady chairman Babs. Zoe doesn't have too much to do, but her role in the story was really an afterthought anyway.
It also helps that big Finish tried their best to present it as a product of its times, and not butcher it by making it more a product of our times.
It's a bad story, but a great performance from fraizer, some good set pieces, and some moments of good dialogue make this a fun story in my eyes.
