Why even build a Death Star at all? Why not just drop comets and asteroids on planets suspected of harboring rebel sympathies? My retarded friend, the Empire didn't want to go around blowing planets up. Who would pay the taxes and join the Imperial Navy then? They just wanted to have the possibility there as a deterrent. It's not supposed to be blasting planets left and right, it's there to sit in the orbit and look menacing so the local populace doesn't do anything stupid. It's there as a base of operations for all those TIE fighters and patrol cruisers.

Destroyers probably patrol five planets each at this point, like a cop beat.
The only planets which don't have Destroyers orbiting them are those inhospitable areas which generally would have no use for patrol ships. And so the rebels hide on those planets. Got it?
