I'd hope in a live action Captain planet, he gets branded as a vigilante because the people he's fighting against are massive corporations whose well being is of both national interest and personal interest to the elected representatives who receive campaign funds from those corporations.
The US army is mobilized to kill or capture captain planet even though he just wants to make the world a safer & cleaner place. Maybe even most 1st world citizens hate him and see him as a menace due to the constant application of propaganda through TV and news by the media corporations who also have a financial stake in seeing CP get taken out.
