In the <1% chance Marvel and Fox make a deal, how the hell does that work out? How do they explain two sets of Maximoffs? Would they just throw away Fox's continuity like they did Sony and get new actors, or bring some of them back?

They don't really need to, they politely kept Pietro on the fox side and Wanda on the disney side. If they were to strike a deal, they'd probably just retcon the shit out of everything.
And in any case, the X-men always worked better as their own little universe, with their own world-threatening events and villains that only ever affected mutants.
The real problem is that Fox is sitting on a literal goldmine of DOCTOR DOOM and doing nothing with him.
