This is one of those cheeky tricks used by animators to save money and rendering time when they have to zoom in on models. That way they don't have to animate the whole steady zooming frame by frame and just can swap set models without it being too noticable. It's like lods in vidya games with this shit trick you hide the imperfections.
Another retarded and lazy trick is to make the camera move as if it's handheld every time something complicated is being rendered that way the animation don't look like uncanny valley shit and looks smoother due to slight motion blur caused by the camera movement.

I don't really think it looks bad necessarily. On a practical level it allows them to cut from the establishing wideshot to the action shot inside more seamlessly. Normally that would be three shots. EWS, MWS, then the action shot. Just combines the establishing and medium shot into one take. It's a stylistic choice, and generally the pacing and geography is better the less you have to cut.
