The legal system is an attempt at justice, but the notion that "innocent until proven guilty beyond a reasonable doubt" always results in justice is naive. Not that it's no a good policy to have. Isn't it better that in this case he most likely actually did it, as opposed to him being innocent again? The guy was more than a bit fucked and spending 20 years in jail could certainly push you over the edge to do something like this. They really glossed that part over quickly when it was brought up around episode 3 or 4.
The police probably knew that he was the killer but they didn't have enough evidence to prove it.
They knew given their past failings and the upcoming civil suit would cast doubt on the legitimacy of any case their made against Steve; so they planted an overwhelming amount of evidence to ensure his guilt.
The problem is they overdid it and now we will never know if they was enough evidence to convict Steven without all the tampering and coercion.
Steven belongs in jail but so do the cops.

Her bones were found in his burn pit, but were confirmed to have been moved. There is none of her blood or DNA found anywhere else in his home. He didn't magically levitate her into the air, kill her, burn her in the air, then drop her down into a pit leaving her bones.
