Yes. It does a better job in most regards. The part just after the opening of the story is a little meh but besides that it is good.
The novel does some things better, like fleshing out the charactera more and how the end is done, but the apathy portayed by Cruise's character is not as well done in the novel.

From what I read from the manga it stank of typical Japanese tropes.
The movie removed and changed so many things that only the core concept carried over.
