The show was set up to fail from the beginning, it got a superbowl ad that falsely advertised it as an alternate history where the British won the American Revolution. When it was actually airing it was only advertised with commercials directing people to its website to "keep track of who's who", even though it had a relatively small main cast and you could figure it out even if you jumped into the show late. Then they started moving it around.
It was also expensive as shit to produce thanks to all those expansive buildings they had to rent.

Of course the real problem was it premiered two or three years early, later they could have falsely advertised it as a "modern day game of thrones" and the right people would have tuned in and got comfy with it.

NBC's marketing didn't know what to do with it. They refused to touch the actual plotline thinking it would turn people off, even though the producers were encouraged to run with those themes when it was in development.
My memory was that ad was just a shot of the butterfly flag fluttering in the wind with that "What if America lost the revolution" line and then "Kings: This March"
