It's not that the quality of good movies went down, it's just that the number of shit ones increased like fucking crazy. Studios began shitting out movies just because they knew people would see them, with no thought whatsoever behind them.

Except almost all of the movies he listed were made by studios. There always have been studio cash-grabs, and always will be, but during the 1990s and early 2000s they had to take more risks for various reasons. CG-I was becoming increasingly popular for tentpole features, but it didn't look nearly as realistic as it does now, so some movies had to use it in creative ways in order to sell the effects.
Also, it was the last decade were you could have a smash hit based off of star power or an exciting story, before franchise fatigue set in (thanks primarily to super-hero movies). There were still franchises, but generally they didn't make as much as the first, which is often the opposite scenario nowadays.
I mean, one of the biggest studio-released summer successes of 1999 was Eyes Wide Shut. Eyes Fucking Wide Shut! That would never be a hundred-million dollar grossing hit today, but only did so because it was the type of movie often made during this time. Big risks taken on innovative ideas, after the dark ages of genre-worship that was the 80s, and before the $250 mil budget messes that plague today (although I think independent and low-budget cinema is at its best right now).
