The whole plot of the prequels is just a testament to Sheev's genius
Sheev orchestrated the entire Civil War. Without the CIS rebellion, there would've been no need for the republic to rely on a clone army that he could order to kill the Jedi at any time. Couple this with the fact that he also exploits the fears of the democratically elected senate during war time to secure more powers so that he could cement his position as Emperor, and on top of this he converts the most powerful Jedi in the order to be puppet of the Sith.
