sheev isn't connected to any force user close enough to be seen

As far as current canon is concerned, retaining your individuality in the force after death is a new technique very few people know. Qui-gon invented it and taught it to Obi-wan and Yoda, who helped Anakin achieve the same from the other side. Sheev may not have even known it was possible
