I thought it was shit. Some of the cinematography was gorgeous, but a lot of the party cinematography/choreography/sonic design were shit. You don't get brownie points by homaging Fellini. It didn't delve deep enough, which ultimately means the film falls flat and becomes shallow and unsophisticated as the high life it was critiquing.

The lead is very charismatic, photography is great (a bit of shit CGI spoils the overall look), characters converse in a manner that implies long histories between them.
It may feel like shitty arthouse in the first five minutes but stick with it and it's quite emotional and occasionally funny.

It's got Felliniesque qualities, but without any of the "film magic" that made his films so cozy and fantastic. It feels like a cheap mimic, or even a fan-service of Fellini's auvre, and totally unnecessary.
As for the best film...Well it's difficult to say what film is the best, or most important, since we're only 6 years into this decade. It's been far inferior to the 00s, definitely. I can say for sure that Hard to be A God is a masterpiece.
