It's kind of silly. First she says "Lannister, Stark, Targaryen, Baratheon....first this one's on top, then that one....". But the Targaryens were on top for centuries. Before the Targaryens, nobody was on top, it was just the major houses ruling their own lands and fighting wars. She's not "breaking the wheel", she's just restoring the old order.
