Was this dialogue staged? I got the humor, but does Obama seriously not have the authority to order the Secret Service agent to let them leave the White House grounds? Obviously the security of riding in Seinfeld's Corvette would be suboptimal compared with riding in a cordon of bulletproof SUVs with a police escort down a pre-cleared route — and there would be no problem if they had arranged in advance to visit coffee shop X at hour Y within the President's normal security escort — but theoretically speaking, is Obama not allowed to simply ride off the White House grounds with a friend like in the movies, and just have the Secret Service follow and try their best to make do?

Indeed. U.S. Code Title 18 Section 3056:

> a) Under the direction of the Secretary of Homeland Security, the United States Secret Service is authorized to protect the following persons:
> (1) The President, the Vice President (or other officer next in the order of succession to the Office of President), the President-elect, and the Vice President-elect.

Then there's a list of 7 other groups (numbered 2 - 8) who can be protected by the Secret Service. The final line of section a states:

Which means Barry can't decline Secret Service protection, and therefore can't leave the area they're protecting without his escorts
