One of the big things I noticed about the decline around season 10 is that nearly every episode uses the full opening to pad out runtime. In the classic seasons you'd get long stretches of just the 10 second version to have room for more jokes

I love old episodes and hate everything past s8 but theres plenty of examples of them doing that in early Simpsons. The one with Homer and his wordiness at the end, the one with 'everyone who loves ned flanders', the extended opening with the musical bit, the one where they hug apu for extra time.
None of the running times actually run short, but networks often cut the intro down in old things to fit in more ads, which is probably what you're thinking of.
