I like miniseries more than tv shows because they are more focused but I won't deny that nobody really gives a shit about them. For a TV show its generally an investment for producers which spans several seasons.
For a miniseries they have way better acting, directing and production values like costumes and props. Yet their ratings are generally really fucking low but BBC and HBO keep on shitting them out. I just don't see them as financially successful.

American tv shows have high production values only if they are a mini (10 to 12 episodes) and even then it's not guaranteed.
British shows are usually minis so while they have a lot of low budget shows there are always some gems.
This year there was 'And then there were none' for example which looked stunning in my opinion.
Also I find that British shows are often more visually interesting.
