This scene was retarded. They reuse dialogue from a couple of scenes earlier and it diminishes jabbas character by having han step on his tail.

Lucas wanted it to be an alien sort of like the Jabba we ended up getting, but the budget did not allow for this. I think the movie is better without the scene desu. The CGI version looks terrible

ROTJ made him a slug because that was his first actual appearance on film and they wanted something dramatic I guess.
When they dug up the cut scene for the ANH speshul edition they needed to add a CG Jabba to make it consistent with ROTJ. But they couldn't change Han's dialogue which is why he calls him human being.
BTW picture related is what Jabba looked like in his first appearance that made it to the public (The Marvel Star Wars comics). Slug Jabba was a retcon even if you don't count the deleted scene.
