I don't think there can be such a thing as "the most Who", since all the eras are so different from each other, but if there was, it would probably be Sixties Who, as it's more about exploring time and space in a police box than any other.

I'm hardly the first one to do it. It's just the simplest possible division of the Classic series: the Sixties (the B&W era, when the TARDIS was completely unreliable and we didn't know who the Doctor was), the Seventies (the era that started with the Doctor's exile on Earth, then gradually went back to being about travelling the universe during Pertwee's last two seasons and Baker's first, then continued with Baker's travels), and the Eighties (the nine seasons produced by John Nathan-Turnet, starting with Baker's last).
If you really want to make an accurate division of the classic series, even considering every Doctor as a separate era isn't be enough, you also need to divide it according to who the producer was (Baker/Hinchcliffe is different from Baker/Williams), and possibly the script editor too.
