Is there anyone in Hollywood still capable of making a proper parody anymore?
Nobody makes parody films anymore. There's plenty of good parody TV though.

No, because the concept of parodying another movie is just lazy and stupid. If you want to make a funny movie, make a funny movie. You don't need to be riding off the coat tails of another IP's publicity or popularity.

Apart from spaceballs pretty much all parody movies were genre based as opposed to taking all their material from one movie. scary movie kind of changed that by using one movie for the basis with a few other references added in. then parodies stopped writing jokes based on references and just went for straight up references.
