Characters in that show are actually great and not many are annoying shits. Bellamy and Clarke make a good team and she's not that annoying goodie anymore.
Octavia is also quite alright, I understand a woman going after a hot muscly guy and making it a priority.
Murphy is maybe even the most interesting character.

I think the writers were thinking more in terms of trying to make tensions more warlike. What better way to do that than with a warcrime.
They just didn't seem to realise that Finn's love for Clarke wasn't enough of a motivation to turn around a character like that. They wanted a breaking point kind of a moment, but they really needed more for that.
And really you could just tell they were more keen about cashing that chip in. Cashing that chip in was for Clarke's character.
