According to the visual dictionary it fell into the industrial depths of cloud city where it was found. Star Wars is full of improbable coincidences, where people and things cross paths against all likelihood. Like Luke meeting the droids on Tatooine. We put this down to the will of the force.

How has no one in this thread explained this yet? Look at the lightsaber hilt. It's not the lightsaber that Anakin used in the prequels and that Luke used in ESB. They never said it was. It's Vader's lightsaber, reworked to be blue.

The drone deposited the hand and the lightsaber in Smelting Core D. There, it was discovered by Groggin, the Smelting Core's supervisor.
Groggin sold it to someone, who sold it to someone, eventually Orange either got wind of it being found, or just bought it and figured out who's it was. She seems to be force sensitive anyway so maybe she sought it out and found it

Because for some reason these days everyone needs everything explained to them and when the explanation is simple, so simple you don't even need to explain it, people get shirty because they didn't think of something so simple.
So much of the 'plot holes' in ep VII are so easily explained but everyone is up in arms. It's not an amazing movie by any stretch, it's a fun space adventure which is what star wars has always been.
