There could be some explanations like economical problems due to the new regime facing a lot of issues and spending more than expected in infrastructure and administration to replace the former imperial ones ; shortage of manpower or lack of volunteers to enlist ; weapons and vehicules shortage and a small army spread too widely due to a much larger area to cover without enough time to increase the size of the army...
But that would be too boring to explain in an action movie, which ultimately is what Star Wars is.
I'm actually looking forward to the novelizations and comic book to explain some of that mess.

The First Order is well organized, yes, but they're not huge, not compared to the old Empire, they're not even the only faction of the Empire left. The thing is, the Republic was hesitant to actually fight them openly because they want peace, so Leia (who is persona non grata in the Republic because it became known she was Vader's daughter) and other old Rebels are forced to fight a shoestring, unofficial war with what resources they can assemble.
