I think he's right. The Jedi during the height of the Republic had the resources to test every child for the Force and bring them to the academy at a young age. Luke is just one guy. Darth Sidious is just one guy. They don't have the resources to hunt the entire galaxy for young students. They have to take whoever they happen to meet by chance.
