My theory
The dark side of the force really began to take a toll on plapatines appearance, causing him to age and deteriorate at an alarming rate. Between ep 2 and 3 plapy found a way to disguise his face causing him to look a bit healthier than he should. It is during his confrontation with windu that the disguise falls apart revealing sheevs true appearance

it's not RLM. McDiarmid literally elevates all his scenes because he's one of the few actors with enough experience to know how to cope with the terrible material (Lee and McGregor also pull it off). his hamminess is perfectly controlled and modulated, it's not just mucking around.
Why was the greenscreen so fucking bad in 2nd and 3rd? In the first was mildly acceptable, it seems like Lucas gave up suddenly, saying "Don't bother, they will see it anyway". Every scene looks so false, ALMOST on par to a youtube skit.
