The idea is that the 21 year old guy who laments "old movies were the best, everything now is shit." Only remembers the 3 or so (if that) best movies every year instead of all the movies. Go ahead and name the 8th best movie for 1982 or the 7th best movie for 1966. People only remember the best of the best when they say old movies were better just like in 30 years so guy will be talking about how good 3 of the movies in OPs collage were good while not knowing of the rest.

But the truth is the matter isn't that simple and there are many factors that effect things.
I think the transition from practical effects to CGI let a big black eye throughout the 90's and even into the early 2000's.
Practical effects are more expensive and with the way inflation works it just became less and less appealing for bean counters to step it up so to speak, not to mention you need a great director to make them happen as well. James Camerons don't grow on trees.
Another thing that has greatly effect the quality of movies aside from holywood accounting and the transition of SFX was the writer strike. Also those leaked sony emails were pretty lulzy.
