He was assigned to janitorial duty, but he was still suppose to know how to be a storm-trooper. He was given a mission that wasn't meant to be very difficult, in fact he was probably given a "massacre villagers" quest precisely because it is the safest combat mission that could ease him into the role.

Yes. That was why she had shiny silver armor that would have to be kept clean 24/7, and why Phasma and Kylo Ren both picked up on Finn not cleaning the blood off his stormtrooper helmet. In any other division, that wouldn't have mattered. In the sanitation division, it was unforgivable.

It's actually a neat way to get around that old Clerks joke - that the Death Stars would have been full of miscellaneous civilian crew who were all collaterally killed. This sets up that Storm Troopers were rotated into doing shit like working in kitchens or scrubbing toilets, probably even construction, so Star Killer base would conveniently have had next to no civvies.
