From Moffat's point of view, the hardship that the Doctor undergoes in reaching Gallifrey is more important than the specifics of how Gallifrey managed to unfreeze itself. Hence 4.5 billion years of suffering.
I really enjoyed the War Doctor Box set, I finished it this morning(one episode a day).
I enjoyed how much of a piece with the new series it was. Granted, the eighth doctor adventures was very much with the series in terms of pacing and arcing, but now the show has a similarity of ideas and themes.
I think big finish's goal with this was to reinforce Day Of The Doctor's revelation: even if he does horrible things, the doctor is the doctor is the doctor. Killing innocent people to stop the daleks? Still the doctor. Blowing up women and children to attack fleeing daleks? Still the doctor. Wanting to kill himself by placing himself in the heart of a superweapon explosion? Still the doctor. Blowing up dalek communications on a wanton destruction and threatening to kill someone in retaliation for murder? Still the doctor.
Like the end of 8's life he is so very tired of everything. In dark eyes, 8 is more than willing to let daleks blast him infront of the tardis. Contrast the war doctor, who is less trusting of the daleks to even get that job done and does it himself.
And that's the key to the war doctor:he's the doctor, he still does doctor stuff, he probably still smells like a doctor, but instead of letting a companion press a button or letting the davros blow himself up with unlimited rice pudding, he does it. It's a small line to us, who watched tennant blow up his enemies just after giving them a chance to stop(even though its thinking like that caused tennant to go nuts), but that line is important.
It draws an important line in the stories; where tom baker drove Scaroth to run at his own explosion, john hurt is forced by his enemies into situations where he has to press the button, where it's not possible to show up last second in the tardis and keep the innocents alive. And its so telling that when the most doctor-y solution comes up, he lets someone else do it.
That's the war doctor, and for the characterization I think it's very successful.

Best episode is episode 1. Briggs does his best work when focused on small character drama in the context of bigger events(dark eyes and lucie miller/to the death) and here is no exception. The only bone I have to pick with it is that is suffers a bit in pacing like all 3 part stories do. Like Utopia>Last of The Time lords where the first part is so disconnected from the other parts.
My other small gripe is how much it feels like they needed to setting build for the rest of the box set. Every gallifrey scene feels like its just there to set up Hurt's contentious gallifrey relationship, insisting he's still on call to the time lords like all the other doctors instead of involved as a component. But that's still good characterization for what they were aiming for, so i understand it.

I agree, but I don't think it's the only thing Briggs Finish was trying to accomplish with this first set of War Doctor stories. I think that The Heart of the Battle was, in part, an interesting exploration of moral ambiguity during the Time War, and war in general by extension. It gets you thinking about whether or not Seratrix's stance was right (albeit a bit too optimistic about Daleks' nature), whether or not the Doctor should have given it more consideration, and whether or not Ollistra is as bad as the enemy she's fighting.
It would probably be more accurate to say that Briggs has given the Time War more depth. The Day of the Doctor made it seem like a straightforward Time Lords vs Daleks war, but there's a lot of muddiness amongst the Time Lords themselves, that I suspect will be built upon over time.

I know it's just a little thing on the surface, but I really like how Briggs has written the War Doctor to be capable of turning on a dime. He just snaps every now and then, and it comes out of nowhere. I really like it. It creates this impression of persistent underlying anger, and stops you from getting too comfortable with your impression of this incarnation. And, as ever, Hurt gave a brilliant performance.

Another important point is that by having the Talians join the Daleks its easier to understand why the time war lasted. If it was just the Daleks (and maybe the Ogrons) vs. The time lords, the sontarans and whoever else was around, its hard to understand why the daleks are still around(even considering Daleks are daleks, the doctor actually hunting them should be more than enough). But to consider the possibility of having space nazis everywhere across the universe being armed by the daleks to create a dalek friendly universe that they could eventually backstab is an incredible idea. I mean, finding dictators isn't all that hard in the context of our planet, but then to scour every planet for eras in which those likeminded civilizations may rule and then artificially prolong that rule so that they may be added to the time war is a complex and powerful motivation. That thought was probably the best idea to The Thousand Worlds.
