Joe's (Weerasethakul) films remind me of Tsai's - a slow, meditative and existential style. Though Joe focuses more on rural/natural life rather Tsai's obsession with urban alienation.
I've always had trouble pinning down Wong's frenetic style, one that he doesn't show much consistency looking at his whole filmography. But since you posted Fallen Angels, his early films always remind me ofFNW. Cliched answer, but I can't think of anything else.
