Their ultimate goal was to kuck the Jedi, so control of the galaxy was sort of a result of it.
There might have been a plotline about needing the whole galaxy united so they could fight against the Vong invaders from outside the galaxy otherwise they'd get rekt one by one.

Sheev wanted to save the galaxy from a superior species invasion that was 30-40 years away, but could not do it through the republic or by means of democracy. The Death Star's planet destroying ability was meant as a defense against this alien race. The empire was forged to end the ineficient and corrupted governance and unite the galaxy under one banner, to give them a fighting chance. The jedi had to be removed in order for this to happen, so Sheev put his faith in the dark side. The dark side was just a means to an end.

there's some kernels within it that, if they were fleshed out, star wars might be something more.
darkness and evil for its own sake is boring, and doesn't make us look to ourselves. we leave star wars having been entertained, but we don't leave it deep in thought about the nature of our world or ourselves.
for example. the film conspiracy reveals the banality of evil, and presents evil as believing it is doing something good and necessary. the nazis weren't "UNNNNNNNNLLIMMIITTTED POWWWWAAAAAAAAAAAAAAHHH!", they believed they were genuinely saving the world from a degenerative apocalypse.
you could take that route, or you could present them more as radicals instead of reactionaries, in the sense that the sith are also an ideology in addition to being two actual people, with some support throughout the galaxy among the lower classes. they come to power through violence, and change the republic to the empire.
also, adding in some moral ambiguity to the republic and its characters could be interesting, too.
