A King or Queen or monarch of any sort could still be elected just as any citizen by runing in an election. Their title would be Minister or Member of Parlaiment/Congress whatever. But you can still imagine people would call them King/Queen because that's what they did before they ran for office. That's the only scenario I can think of where it'd make sense. They can have two titles and positions, being Queen but also Prime Minister if the law of Naboo allows it.

Elective monarchies are certainly a thing, but Naboo is unusual in that they're elected to serve a brief term and have the same term limit as the US president. Generally, an elected monarch serves for life, and upon their death, a new election will be held.

I'm not entirely sure why Lucas felt the need to have Padme be a senator in AotC & RotS, there was nothing that demanded she not be queen anymore.
