In the original he was a priest and couldn't fuck anyone. In the disney version there's nothing that says he hadn't fucked women before, he just wanted some gypsi ass and didn't want to be rejected by the slut and it went against his beliefs that gypsies were animals/subhuman so he blamed Esmeralda for tempting him rather than admit he just had jungle fever.

Claude Frollo is a complex character, but the cathedral is a character of its own. Victor Hugo wanted to preserve it. Revolutionaries had already destroyed part of it, and beheaded the statues inside. Stained glass was replaced with white glass to let in more light. Hugo may have stirred an interest that eventually lead to its restoration.
