What powered Voyager's holodecks? They often talked about Voyager's hologrid as an "independent subsystem", but they never showed what generated the power, like an ore processor or whatever. And those episodes where main power is offline but the holoprojectors are still operational or vice versa show the power systems to be incompatible, as otherwise they could share and ration energy by using transformers to convert the differing voltages and the system wouldn't be, as stated, offline.

They are compatible though. A central part of the plot of 'Fairhaven' was that they needed to reroute all power they had in the ship to escape a storm, including the holodeck. Taking power from the holodeck without a proper shutdown caused a bunch of errors in the program.

The holodeck can create solidified light that interacts with matter, that's it's basic function, it takes nothing at all for it to be able to create an artificial knife that can pierce a human gut and kill him. The safety protocols are additional processes that constantly analyze all the holographic matter and human subjects in the environment and quickly neutralizes anything that might harm them. It's very easy to see how these processes might go down or be sabotaged without the holographic itself being terminated. It's like if the police force goes on strike, people are still able to drive cars around, only now they can drive faster and get into more accidents because there's no external process monitoring them constantly.

The problem here is that logically the hologram should have the same abilities as a replicator, but for the sake of plot it doesn't.
The fact that Wesley is still wet or that Data has the paper is a plot hole when you consider that other characters who stepped out of the deck (like that gangster from the detective program) dissolved.
I THINK the difference is that replicators are using real matter and arranging it by computer while holodecks are using force fields to create seemingly solid matter that is in fact just a shell.
