(There's an old Hollywood saw, describing the vital difference between plot and story. Plot is: the King died and then the Queen died. Yeah, he knows the woman in the diner was his companion that he lost his memories of now, but it won't mean much to the Doctor to see her since his emotional attachment got wiped with his memories. That's why I don't think it will happen even if I'd have liked it to. It'd be one thing if she forgot the Doctor but since he forgot her the trouble of explaining that all in his farewell episode wouldn't be worth it for a cameo that would be lost on the average viewer. Doctor Who isn't just a TV show, there's lots of other media released often (we have a big John Hurt audio series releasing on Monday for example) like audio stories, comics, books, etc. That, plus the fact the show has over 50 years of history, means there is much more to always talk about. Looks like they'll start off as Hurt fighting Daleks, fighting being manipulated by Time Lords, and struggling with the conflict between being loyal to his people and not being a violent maniac, etc. Looks like he will steadily get more 'monstrous' as the audios progress. The descriptions of vol 2 also make it seem the more surreal elements of the time war will come into play more as the audios go on.
im assuming by the end of vol 4 we'll all be legit disgusted with war doctor. Briggs isnt the best writer in the world, but he can definitely manage that (remember the EDAs).

Think about the fact that this won't be happening for atleast two more years. Then think about how this would play to the average viewer who doesn't watch the show as seriously as we do. The fact that he would have to justify why he can ecen remember her would be jarring in a scene like that and would take the focus away from him and ruin an emotional beat. When Amy appears you don't really have to know who she is other than 11 quickly and easily saying 'first face this face saw'. In the 12 seeing Clala scenario he would have to give a similar slight indication but before he could even do that for it to make sense for his character he'd have to spew some gobbledygook about how he's suddenly getting his memories back of this person that he was made to forget. It's just awkward. Also at this point he will presumably have had another companion, so Clara won't be the only one to consider and you wouldn't want to have her taking up all the focus from whoever the other one is. To top it all off that would be an incredibly anticlimactic way of reversing this memory loss he will have had all the time since she left.
