the way Hollywood works is there are people whose soul job is to buy film rights to stories. They lurk publishing houses and buy film rights to books before they even come out. They comb newspapers looking for real stories they can purchase the film rights to. Then once they have them all they have to do is convince a studio to turn it into a film, but that can take years, or never happen at all.
Catch Me If You Can, for example, a man purchased the film rights to the story back in the 70s or 80s and paid out the nose every year to retain film rights, and it didn't get turned into a film until 2002. Luckily for him, Spielberg and DiCaprio were attached, so I think he made all his money back and then some.
