I would watch the OVA1 + 2 first, just to get a background on the 'original' concepts of the characters. You can watch 3 if you really want, but its bad and doesn't really add anything to the original 2. These are cannon Tenchi.
I would then watch Tenchi Universe (or TV as its also called), followed by Tenchi In Tokyo. These two series are kind of 're-imaginings' of characters, with complete overhauls to the backstories, which are simplified in these versions. Better IMO, because it freed up the show a lot. These series are also longer and a lot more 'fun' with a more concise stand-alone narrative.
After that, there's the movies, which are just stand alone stories essentially. Also there's the Pretty Sammy mini series (3 ep) and The bonus Mihoshi special, which is stand-alone, semi related to the OVAs. Kiyone is first introduced in this episode.

Petra did a phenomenal job with Ryoko in dub. It's rumored she chose not to voice Ryoko in the OVA 3, because she disagreed with how it handled Ryoko and a lot of the other characters. I would agree with her. I really dislike the OVA 3.
