This design actually turned out much, much better than I'd anticipated.
What's interesting about him is that he's clearly not always looked this way. There's kind of a husk of a person underneath all the scarring.
One of the things I appreciate about the Original Trilogy is the sense that all these characters had crazy backstories. I'll bet Snoke's transformation will be a major plot point/mystery for the upcoming movies.

This should be emphasized. The Tarkin novel was in production long before Lucas sold Star Wars. In fact, I remember there being some debate as to when / if it was still coming out after the buyout happened, since James Luceno has a large following among SW fans. It got delayed or something.
It's fairly plausible to think that Disney might have given him some stipulations on how to use certain characters and events to fit with their new "canon," but honestly it's just as likely that they didn't really know or care or have it figured out by then. Regardless, the novel was coming out either way because of contractual obligations between Luceno and Lucasfilm, most likely.
