I was always his plan to have sheev "wear the mask of power while the true dark lord rules form the shadows". That's a quote taken from the now not canon novel.
He was also behind order 66 and the clones and gave Jedi Master Sifo-deas the money to fund it (under his civilian name, Hego Damask).
Sheev having control of the galactic senate, and the clones was crucial in building his Empire, so when Sheev betray him he decided to remain in the shadows while Sheev carried out the rest of their plan (with the help of Anakin, who Plagueis himself created).
To get revenge and kill sheev would just fuck up his years of hard work, it would be better from him to hold back and wait for his moment to take back the throne.
With SHeev and Vader dead, now is the time for him to reveal himself and take control of the First Order
