Turning him into a mustache twirling villain was a mistake. He should have remained on the show as an outside variable, like how he teamed up with the old squad back in season 2 or whatever. He never had any loyalty to hydra, only to Bill Paxton. So it makes no sense that he would be all gungho hydra now.
