I actually think RTD was good at writing science fiction, when he wanted to, because he was interested in human society. He just didn't want to write that kind of stories most of the time.
Gridlock, Utopia and The Long Game/Bad Wolf/The Parting of the Ways all take place in interesting future human societies. They are better speculative fiction than possibly anything else in NuWho, beause they ask questions about human nature ("What would a society completely controlled by television be like?" "What is the final fate of humanity?") and answer them in a sci-fi way.
RTD's problem was that he was afraid of alienating the audience by going too far from Earth, that's why he kept doing all those fucking episodes about aliens attacking Britain.
Moffat, by his own admission, sees the horror and the comedy as the most important elements of Doctor Who,so he doesn't really care much about SF, except as an excuse to do adventure stories.
Remember when Mark Gatiss' episode was supposed to feature witches, singing and basically be an adaptation of Hocus Pocus?

I'm not really into Moffat hate, I think he's a great writer, but only for few episodes, not in showrunner.
Clara was great with Matt Smith, after that, she was the worst companion after niggerette. All the substance of the serie vanished with the end of Smith.

Back when they brought back Galifrey in Day of the Doctor/Time of the Doctor I Was really glad because the whole "lonely survivor full of guilt and remorse" schtick was genuinely getting old. It was a great new dynamic at first but damn was it starting to drag on. The show needed a shake-up to move past that shit.

The thing is it didn't make them threatening, it makes them threatening in universe to characters but no in real life, Cybermen aren't meant to be the flash, there while point is no matter how fast a human can run they'll eventually tire, they'll eventually give in and the Cybermen, with infinite stamina will just keep chasing and chasing and chasing, plus there's meant to be a skeleton under there so them detaching hands and heads is WRONG.
