I don't actually think the TV show has really had good uses of the Time Lords since The Deadly Assassin, but I also don't think the solution is to make them into ethereal gods that inspire awe in the viewer. I thought the idea in Hell Bent of the Matrix database being an underground hell guarded by tortured wraiths was cool though, there should be more things that actually bridge the gap between their vast, horrific abilities and their unimpressive personalities.

Before The Flood was clean, tight, and refreshing with its bootstrap paradox theme to explain things rather than copping out with "timey-wimey" bollucks. By far the cleanest, tightest, and most refreshing part of the affair was when they got booted half an hour into the past, for absolutely no reason other than so we could a) have a sequence where the mopey male side character mooned over his dead waifu's sun-swept features and b) the Doctor could lecture him about not changing time, which we've never heard him do before ever.
I, too, was thrilled by the stunning confrontation between the Doctor and the (very memorable) Fisher King which ended up having no actual effect on the outcome of the story, as the Doctor had already (in a very satisfying, climactic piece of plotting) walked straight into the ship and moved the battery, while off-screen and presumably encountering no resistance.
On top of all this, it was a bold move to write a story with no underlying theme beyond 'bootstrap paradoxes exist in time travel fiction', but I'm certainly glad it paid off. Whithouse for showrunner.

They're confrontation is what makes the story unfold in the first place. It's the origin of events.
I'm not arguing it wasn't flawed. Should they have actually SHOWN the Doctor doing these things? Sure. Should the Fisher King have done more? Of course, he was underused. My impression is he was enough of an established threat with the things he actually did end up doing (ghosts, outright murder, attempted ushering invasion).

Daleks had a massive fleet, Arcadia, the second most important city on Gallifrey and at the time the most heavily defended had fallen to an even smaller fleet of Daleks than the ones surrounding the planet. Gallifrey would've fallen and the Daleks would gone on to wipe the rest of the universe, those who would die last would just have to pray the Daleks didn't scavenge technology from the Time Lords so they could travel to other universe like nothing.

Series 9 is in every general aspect of a show miles ahead of every other NuWho series (Dialogue, stories, visual/audio, emotion, humor)
It still has that cancerous attempt at a "human character" that people call Clara though, and the arc was fucked over by her character, so people are naturally angry.
I personally loved it more than any other NuWho series, but I can acknowledge that it would've been better with a half decent companion.

Cause the Daleks got that fucking badass during the war, like in Day of the Doctor where they also got through 400 sky trenches when even one sky trench according to a soldier had never been breached before. I blame this on Clara's awful character which was so perfect and easy to write for that the writers tried and countered it with artificial depressing and generally shit emotions. I used to have a friend whose brother worked for a company that did 2D to 3D conversion. Back then the price would be way more than filming the thing in 3d natively, it was mainly just for older video. I don't know what it costs now, but if it's gotten cheaper then it's possible the BBC just did that with the video, especially considering they still had all the cgi which they'd just re-render meaning the actual video that needed to be converted is significantly less.
