I find Phantom Menace a far, far slower movie than Satantango because Satantango is constantly visually arresting and filled with a lot of laughs. Phantom Menace on the other hand consists of obscenely drawn out scenes of extraordinarily boring/incomprehensible dialog.

Nobuo Nakagawa's last movie, "The Living Koheiji", is about 80 minutes long but feels like two hours minimum. Nonexistent pacing but it's a great film, the slowness doesn't detract from it.
