He is there and probably connected to the database somehow, just echoing prophecies. The bringing of the actual hybrid wouldn't just hurt the timelords, but also himself and any other race on Gallifrey. What if Me is actually the hybrid and Moffat is going to bring her back and turn her into the actual thing? She has a goddamn TARDIS now and is immortal, and she has already allied herself with the Shade before and all those other alien creatures, killing anyone breaking the rules with no mercy. If she ever got a problem with the timelords (like they wanting to make Clara face the raven) and had the resources to do it she could destroy Gallifrey.
