It's hard to say, obviously. The '90s have a bunch of amazing movies, in terms of both quality and cultural seminality. It's impossible not to consider The Matrix, Jurassic Park, Forrest Gump, Goodfellas, Pulp Fiction, Fight Club, The Thin Red Line, Blair Witch Project, and a whole host of others.
But, damn, Heat is fucking phenomenal. Probably Mann's best work. Probably the best heist movie.
