Gandalf (as with all the Istari) was never meant to fight with his magic. He is only supposed to be there to lend support, advice, and encouragement.

The Wizards were sent to Middle Earth to guide men. They weren't allowed to directly interfere, IE use their powers. They were only supposed to guide and inspire them. Man was meant to save themselves.

Saruman strayed from the path and started using his powers to take control over parts of Middle Earth and raise armies, and he had his powers stripped from him by Gandalf on Eru's authority.

You do realize that the Wizards aren't in their natural form on middle earth right? That's them in disguise, they're no way near their full power level while on middle earth.

Magic in Middle-Earth is highly situational and very subtle for the most part. Items, places, even words - you can physically hurt bad guys by shouting "Elbereth" - have "power" but even that is contextual. Though the "wizards" are actually demigods in disguise, they are not allowed or even able to exercise power much more. Magic-user as a walking artillery battery is more of a D&D thing.
