Well i've only seen it once and it was on the big screen where mediocre movies can seem good in a way. Haven't rewatched it since then but i might have to.
From what i remember, big screen+ surround sound, the suspense is there and overall was entertaining. However it's a one time watach movie, whereas i've seen MoM countless times.

I don't no if you can boil it down to one simple message. I think part of it has to do with an existential look at the search for meaning in a world that is characterized by random acts of brutal violence. The desperately obsessive search for some kind of answer to this riddle ultimately leads Graysmith to uncertainty, a situation in which he can only continue living his life after he believes that he's found the guy but without any way of confirming his suspicion or doing anything that would bring justice to the case. I think it's a fairly depressing movie in this light because it suggests that there isn't any meaning at all in the world unless we convince ourselves of it and it might be wrong regardless.
I also think it's just about the general nature of obsession and yes I do also think it's about various things that interfere with bringing justice in the police department given bureaucratic issues and technological deficiencies.
