You can make up references unless you're applying to a higher tier job. Even then there are plenty of online services that will fake a reference for you and you probably won't get caught and even if you do the job you're applying for probably won't care.
You need to step out of your comfort zone and apply to places you might not like and just accept it.
Social anxiety is bad but you can't let it keep you from doing an interview. There are tons of less desirable people they interview too, unless you're just extremely autistic and wear a trench coat, MLP t-shirt, fingerless gloves etc. to an interview.
Go work at a large chain, you won't even be expected to really remember a quarter of the people's names unless you want to just who you immediately interact with most of the time.
You need to find a decent service job in an area that might seem quiet or something. I don't know where you live but those jobs are revolving doors and they'll take pretty much anyone regardless of work experience because you don't need much work experience putting food together or putting stickers on shit.
I went through the same thing but when I finally landed an interview I got the job. I was sweating really fucking bad and I'm honestly not all that extroverted (not really asocial either).
Apply to a ton of places, put someone you know down as a reference if you don't want to pay for it. Just have them lie and say you worked for them doing something under the table.
