Jedi actually CAN'T block it, so if we accept that canon, then t's because everyone were dumbasses.
OR, the Stun Setting didn't exist until after the Clone Wars, and your run of the mill Stormtrooper just had no idea that Jedi can block blaster bolts, and didn't think to switch it to Stun.

Plus in reality rail guns would BTFO lasers in space. Bullets are great but put them in zero gravity and they're 10x worse.
