Stannis actually is the next in line to throne after Viserys and Dany, as the Baratheon bros' grandmother was a Targaryen. With Aerys, Rhaegar and Aegon (presumed) dead, Viserys and Dany fled, in a way Robert was if not next in line, was definitely close enough to have a claim.
Other than that, his claim was solidified through conquest, something that the Targs themselves used to create the Targ dynasty.
Finally, we have seen before that the lords of Westeros also have the ability to elect a King, therefore with the majority agreeing that Robert was king, that in itself is enough to solidify his kingship.
