Alright, fuck it, time to actually go after this theory with more detail than just "go back to Reddit" or "ALL FAN THEORIES ARE SHIT" because those responses are just as cancerous as the initial theory and add nothing.
All of the gungans display the same type of stupid acrobatic ability as Jar-Jar, and they can't all possibly be Sith. Lucas just wanted a goofy alien species and used the imagery of hyperactivity to achieve this.

If Lucas cared even slightly about thematic continuity the entire plot of the prequels would be different. Do you really think he systematically fucked over every piece of Star Wars lore EXCEPT the luck thing for the prequels? Come on now. He genuinely thought that Jar-Jar's antics would be enjoyable for the audience to watch because he's a massive autist.
The artists and animators using drunken fist as a cue for Jar-Jar's motions mean nothing from a plot perspective. Jar-Jar was obviously manipulated into helping Sheev in Episode II, not as an act but because he's a retard. The only reason he's still sticking around in Episode III isn't because of a conspiracy on part of Palpatine, but because Lucas still couldn't get over the fact that nobody liked his ultra-special key to all this OC.
