I don't like the "high concept" comedy premise. The first movie was jokes first and plot second, the whole "dumb spies" aspect adds too much narrative to something that doesn't need it.

Comedy sequels are the hardest kind of sequel to pull off. Narrative is secondary to jokes so you can't just rely on continuing it, the characters are usually boxed in to a certain kind of joke (vain, stupid in this case)
The two major ways to approach it are to not really change anything, just try to provide the same exact movie but tweeked.
This is what hangover 2 did, same plot same jokes but different place and characters in different roles.
The other thing you can do is go way more extreme with your character jokes. Someone was kinda stupid in the first? Make them off the wall unbelievably stupid in the second.
This is what anchorman 2 did. A lot of similar things to the first but all cranked up to 11.
Both were failures. It's very difficult to take character comedy that is often used in movies into sequels, there isn't a lot of room to grow and introduce too many new characters and you risk alienating the people watching just for references to the first.
